How to Order a Ukrainian Police Certificate for Canadian PR — Without Going Back to Ukraine

First: What IRCC Is Actually Asking For
When your PR document checklist says “police certificate from Ukraine,” the full official name of the document is:
Extract from the Information and Analytical System of Records of Data on an Individual’s Criminal Prosecution and a Criminal Record
This is issued by Ukraine’s Ministry of Internal Affairs (MVS). Ukrainians sometimes call it Vytiah (Витяг) or dovidka pro nesudymist. In Russian it’s known as spravka o nesudimosti. In Canadian immigration language — it’s simply the Ukrainian Police Clearance Certificate, or Ukrainian PCC.
IRCC uses it to verify that you are not criminally inadmissible to Canada. It must come as a paper original — not a screenshot, not a PDF from the Diia app, not an email from a Ukrainian government portal. A physical document with a wet ink stamp and a live signature from a Ukrainian MVS official.
Who Needs It and When
You need a Ukrainian police certificate for Canadian PR if:
You lived in Ukraine for 6 or more consecutive months since you turned 18 — regardless of how long ago that was, and regardless of whether you currently hold another citizenship or reside in a third country.

When to order — the timing trap
The Ukrainian police certificate for the country where you currently live must be issued no more than 6 months before your PR application submission date.
If you currently live in Canada and Ukraine is a previous country of residence — the certificate must have been issued after the last time you lived there for 6 consecutive months or longer.
Getting this wrong is expensive: order too early and the certificate expires before you submit. Order too late and you miss your 60-day ITA window. We help you calculate the right ordering window based on your specific situation.
Express Entry applicants: do not wait for your Invitation to Apply (ITA). Order now. An ITA can arrive at any time, and once it does, you have 60 days to submit a complete package. Ukrainian police certificates take 3–10 business days to obtain in Ukraine — plus translation and shipping. You may not have time to spare.
The Three Ways to Get It — and Why Two of Them Fail
Option 1: Apply through the Ukrainian Embassy or Consulate in Canada
The Embassy of Ukraine in Ottawa, and consular offices in Toronto and Vancouver, can forward your request to Ukraine’s MVS on your behalf. Documents are sent to 310 Somerset St. West, Ottawa, with a prepaid return envelope.
The problem: Appointment availability is extremely limited. Processing takes weeks to months. And the certificate that comes back still will not have a certified English translation — you have to arrange that separately. The total timeline frequently exceeds 60 days. This route works as a last resort, but not as a primary strategy for Express Entry.
Option 2: Use the Diia app or Ukraine’s MVS online portal
Ukraine’s government allows citizens to generate an electronic police certificate through the Diia mobile application or the MVS online service using a qualified electronic signature (KЕP).
The problem: IRCC does not accept this format. Their guidelines state that police certificates must be colour scans of the original paper certificate. The Diia version is a digital document with an electronic stamp — it is not a paper original with a wet ink signature and physical seal. Submitting it risks rejection of your entire PR application.
Option 3: Authorized representative in Ukraine (the correct route)
Ukraine’s law explicitly allows a person to authorize a representative to obtain a police certificate on their behalf at the Informatization Department of MVS — confirmed by the official Government of Canada website. This requires a notarized power of attorney from you, which can be signed at a local Canadian notary or at a Ukrainian consulate.
This is the route we use. It produces a proper paper original — the only format IRCC accepts.

The translation includes the translator’s full name, professional association membership number, and official stamp or seal — exactly as IRCC requires. French translation is also available for Quebec immigration streams and French-language Express Entry pathways.

What the Certificate Contains — and What Happens With a Past Record
The Extract from the Information and Analytical System of MVS Ukraine reflects the state of Ukraine’s criminal records registry on the exact date it is formed. The document confirms:
- whether criminal proceedings were ever initiated against the person under Ukrainian law
- whether an active, suspended, expunged, or pardoned conviction exists
- whether the person is subject to any restrictions under Ukraine’s Code of Criminal Procedure
- whether the person is listed on any wanted persons database
The certificate is issued regardless of whether a record exists. It does not get withheld because someone has a criminal history — the document is a right, not a reward.
If you have a past conviction in Ukraine
Disclose it. IRCC cross-references information, and inconsistencies are treated as misrepresentation — which is a far more serious problem than the original conviction. A pardoned or expunged conviction must still appear on the certificate, but most expunged offences do not make a person inadmissible to Canada under current IRCC guidelines. IRCC’s Exact Requirements — What the Document Package Must Include
Getting the document is only half the job. To be accepted by IRCC, your Ukrainian police certificate submission must meet these standards:
Original paper certificate — not a digital file, not a photocopy. The document must have a physical wet ink stamp and live signature from a Ukrainian MVS official.
Colour scan — IRCC requires scanned copies of the original certificate in colour. Black-and-white scans, certified true copies, and photocopies will not be accepted and may result in application rejection.
Certified English (or French) translation — the translator must be a member in good standing of a professional translation association. Their translation must include their full name, association membership number, and an official seal or stamp in English or French. An uncertified translation — even from a fluent bilingual professional — does not meet this requirement.
Timing — if Ukraine is your current country of residence, the certificate must be issued within 6 months of your application submission. If it is a previous country of residence, the certificate must post-date your last stay of 6+ consecutive months there.

I used Diia to get a Ukrainian police certificate — will IRCC accept it?
Almost certainly not for PR purposes. IRCC requires a colour scan of a paper original with a wet stamp and live signature. The Diia electronic certificate does not meet this standard. If you have already submitted it, contact an immigration consultant about your options.
Does the Ukrainian embassy in Canada handle this faster?

Having a criminal record in Ukraine does not automatically disqualify you from Canadian permanent residence. IRCC evaluates each case individually based on the nature of the offence, the sentence, and how much time has passed. Pardoned or expunged convictions are treated differently from active ones. Do not attempt to conceal a record — disclose accurately and seek proper immigration legal advice.
