What the Document Actually Is

The official name is long: Extract from the Information and Analytical System of Records of Data on an Individual’s Criminal Prosecution and a Criminal Record, issued by Ukraine’s Ministry of Internal Affairs (MVS).

Who Needs a Police Certificate from Ukraine

You’ll be asked for one if you are a Ukrainian citizen living abroad, or a foreign national who lived in Ukraine — typically for 6 or 12 consecutive months, depending on the destination country’s rules — and you are applying for:

Permanent residence or immigration — Canada (IRCC / Express Entry / PNP), USA (USCIS green card, adjustment of status, immigrant visas), UK (Home Office settlement routes), Australia and New Zealand (skilled and family visas)
Residence permits in the EU — Germany (Aufenthaltstitel, Niederlassungserlaubnis), Poland (karta pobytu), Czech Republic, Slovakia, Spain, Italy, Portugal, the Netherlands, Ireland, and other member states, including status extensions for those under temporary protection
Citizenship and naturalisation in any country
Work visas and employment — many employers and licensing bodies require a criminal background check covering every country of past residence

Why You Can’t Just Download It

Ukraine does issue an electronic certificate through the Diia app and the MVS online portal. But for use abroad this format routinely fails:

Immigration authorities want a paper original. IRCC, USCIS and most European migration offices expect a scanned colour copy or physical submission of an original document with a wet stamp and live signature — not a PDF with an electronic seal.
An electronic document cannot be apostilled. If your destination country requires an apostille (most do), it can only be affixed to the paper certificate issued by the MVS.
Consulate-issued certificates have limits. Certificates arranged through Ukrainian embassies can take weeks or months, are subject to scarce appointment slots, and in some cases cannot be apostilled for use abroad — and they come without translation.

Validity — Don’t Order Too Early or Too Late

Every country applies its own validity window, and getting it wrong is expensive:

Canada (IRCC): issued within 6 months of application if Ukraine is your current country; if it’s a previous country of residence, it must post-date your last stay of 6+ months there. Express Entry applicants: don’t wait for your ITA — the 60-day window disappears fast.
USA (USCIS / NVC): police certificates are generally valid for 2 years, unless you returned to that country afterwards.
EU countries: typically 3 to 6 months from the date of issue; some authorities apply 90 days.
Employment and licensing: often 3 months or per the employer’s policy.
